LONDON — Prime Minister David Cameron said Tuesday that he had offered “military assistance” to the owner of Heathrow Airport, which is still struggling to clear a backlog of thousands of people stranded by bad weather.
It was unclear whether the owner, BAA, planned to take Cameron up on his offer, but BAA did manage to reopen the second of the airport’s two runways Tuesday. The runway had been closed since Saturday when a storm dumped 5 inches of snow.
