ST. PAUL, Minn. — In a surprise move, the Minnesota Public Utilities Commission has delayed a decision on whether to approve Century Link Inc.’s proposed purchase of Qwest Communications International Inc.

The commission voted 3-2 Thursday to postpone a decision until March.

The Star Tribune of Minneapolis reports there are concerns about whether the proposed $10.6 billion deal is in the public’s best interest.
