REYKJAVIK, Iceland — Voters over the weekend for a second time rejected a proposal to compensate Britain and the Netherlands for money lost when an Icelandic bank collapsed at the height of the financial crisis. Broadcaster RUV reported Sunday that 59.8 percent of voters voted against the proposal. Many fear it would weigh heavily on the country’s weakened economy.
