MOSCOW — Police in Moldova said Wednesday they had arrested six people involved in a criminal group active in the former Soviet Union and Arab countries that it said was dealing in smuggled nuclear materials. The group had been negotiating the sale of uranium, police officials said, and the authorities suggested the material had come from Russia.
