SANTA FE, N.M.—Gov. Susana Martinez has appointed a federal water agency official to a commission overseeing the historic Cumbres & Toltec Scenic Railroad.

Martinez announced the appointment of Billy Elbrock of Chama last week. Elbrock is supervisory facilities operations specialist for the U.S. Bureau of Reclamation’s Alamosa field division. He supervises operations of wells in the San Luis Valley that supply water to the Rio Grande through a canal.

The commission is made up of members from New Mexico and Colorado—two from each of the states—and it establishes policies for the railroad’s management.

The tourist train is owned by the two states and it runs between Chama in northern New Mexico and Antonito in south-central Colorado.
