KINSHASA, Congo — The election commission blamed technical difficulties for delaying the publication of results from the presidential election for 48 hours. It said it made the decision for the sake of transparency.
The five-year mandate of President Joseph Kabila expired Tuesday at midnight.
The government had rushed ahead with last week’s election in an effort to meet that deadline, despite major shortcomings, including the late delivery of ballots.
