WASHINGTON — The nation’s main welfare program would be funded for the next nine months under a bill passed Thursday by the House, which banned recipients from accessing their benefits in strip clubs, liquor stores and casinos.

The House approved the measure by a voice vote. Similar legislation has been introduced in the Senate.

The chief House sponsor, Republican Rep. Erik Paulsen of Minnesota, said welfare case loads have fallen by 56 percent since welfare reform was enacted in 1996.

Rep. Gwen Moore, D-Wis., opposed the restrictions: “Authors of this bill have brought it up so that they could just have another kick at poor people.” The Associated Press
