FORT COLLINS, Colo.—Larimer County commissioners say stricter animal control laws are not needed.

Commissioners on Monday rejected a proposed ordinance that would have made dog owners responsible for keeping their pets behind a fence when they are not on a leash after a dog attacked and injured another dog.

According to the Fort Collins Coloradoan ( ), dog advocates complained that the stricter rules would bar people from playing fetch with their dogs by requiring their pets to be kept behind a fence or on a leash.
