DENVER—Colorado civic and business groups are weighing the idea of creating a voter-approved commission to review the state’s constitution and suggest changes.

Critics of the state’s constitution have argued for years that it has conflicting fiscal mandates that make it difficult for Colorado lawmakers to govern. Republicans have been skeptical of the idea to create a review commission because they see it as an attempt to do away with the Taxpayer’s Bill of Rights, which limits spending.

The Denver Post reports Monday ( ) that business and civic leaders are researching the idea of a commission. The groups want to get voters’ approval for the commission through a constitutional amendment. The earliest the question could get to the ballot would be 2014.
