Saturday. Welcome spring with whimsy at Boulder’s Tulip Fairy and Elf Festival. Inspired by the thousands of tulips that sprout along the Pearl Street Mall each year — a gift from Boulder’s sister city in Holland — the festival features free activities for youngsters: live music, art projects, foam sword dueling and more. Costumes are encouraged, especially fluttering fairies and cute elves. The Tulip Fairy herself will be in attendance; keep those cameras handy for a photo opportunity. 3-6 p.m. Saturday. Pearl Street Mall from Broadway to 15th Street, Boulder. Free. .
