FRISCO — A Summit County animal control and shelter director has been cleared of allegations that she failed to investigate cases of animal abuse after officials ruled disputes over handling cases involved policy differences and were not a neglect of duty.

Lesley Hall, the director of the county Animal Control and Shelter, said a number of cases involved animals that were sick, including animals that had cancer, and that their owners gave them the best care they could provide.

Animal Control supervisor Ian Andrews had charged some animals suffered inhumane treatment and their owners should have been prosecuted. Andrews resigned in October, saying Hall repeatedly told him not to pursue investigations. Undersheriff Derek Woodman said investigators determined Andrews’ claims were unfounded.
