The council held its first meeting Wednesday to study marijuana legalization as activists prepare to gather signatures to put the question of medical marijuana before Wyoming voters next year.

Mead opposes legal pot. The 20 council members include a Mead adviser and no pot activists.

The council met in Cheyenne, which is 10 miles north of a state where marijuana is legal. Colorado voters approved medical marijuana in 2000 and recreational marijuana in 2012.
