Colorado Springs police have cited a man and a woman with at Garden of the Gods Park.
Zachary Sirko, 22, and Ashley Snyder, 21, are accused of violating the city’s explosives and incendiary devices code, police say.
Sirko has been arrested and Snyder remains at large.
The bombs were found Saturday morning by the police bomb squad and determined to be potent enough to pressurize and burst.
“At this time there is no further threat to the community related to this investigation,” police said in a news release.
