A summary of what new laws going into effect July 1 will do:

— Allow communities to license and zone medical marijuana providers. They can choose to ban medical marijuana dispensaries but individual caregivers would still be able to provide marijuana to up to five patients (House Bill 1284)

— Reduce late vehicle registration fees following complaints from owners of trailers and vehicles that get little use. Motorists clamored for changes after last year’s transportation bill increased the penalty to $25 per month, with a maximum of $100. The new law reduces the late fee to a flat $10 maximum. (House Bill 1211).

— Repeal special interest tax refunds that were given priority by Republicans under the Taxpayer’s Bill of Rights. (Senate Bill 212).

— Require schools to provide training and education for using helmets on anything with wheels (House Bill 1147).

— Bar slow moving vehicles from the left lane of Interstate 70 on steep uphill stretches. Vehicles that can’t travel at least 10 mph below the posted speed limit will have to move over or risk a ticket (Senate Bill 196).

— Bar prison guards or volunteers from having sex with an inmate (House Bill 1277).

— Eliminate the fee that a witness receives for attending a coroner’s inquest (House Bill 1291).

— Increase the penalties for repeat drunk driving offenders (House Bill 1347).
